VoC Programme Morocco – Flexibility Exception ends on 31.12.2020

On the 19th of June 2020, the transition phase for the Moroccan VoC programme ended. Accordingly, the required Certificate of Conformity (CoC) had to be provided for all shipments as of this date.

After the end of the transition period to the new import control system, the responsible ministry gave importers the option of subjecting products that had not been provided with a Certificate of Conformity in advance to the corresponding control at the Moroccan border crossing points, due to the restrictions in connection with Covid-19.

Now, the ministry has announced that this flexibility exception will end on the 31st of December 2020.

According to the new import control system, the conformity of products must be ensured through a pre-shipment inspection in the countries of dispatch.
Consignments shipped to Morocco without a Certificate of Conformity before the 1st of January 2021 may be subject to inspection on arrival at Moroccan border crossings due to the flexibility exception. From this date onwards, however, a Certificate of Conformity (CoC) is mandatory as proof for a pre-shipment inspection and an inspection at the Moroccan border is no longer possible!

Products that are subject to the normative destination control are an exception. The conformity of these products is assessed by controls at the border crossing points. These products include, among others:

  • Tyres, batteries, brake pads, glass, filter elements, mechanical control cables for car spare parts
  • Ceramic tiles, cement, sealing sheets, sanitary products, fittings, plastic pipes and concrete reinforcing bars for construction products
  • Wooden panels, wire rod
  • Gas heaters and gas water heaters
  • Clothing that is not work clothing
  • Mobile phone chargers and circuit breakers
  • Blankets, carpets, rugs and upholstery fabrics
  • Baby nappies
